Upload page - Access denied..?

I'm attempting to upload my game, but when I go to the "Upload an application" page, I get this error message:

Access denied
You are not authorized to access this page.

What must I do to be able to upload?

You did not sign up as a developer, hence you can not upload applications. We have made the change to your role.
