Paypal deduction rate

The notice on the right panel says:
"Rate change for Paypal, Wallet purchases Oct 20th: 10%+$0.10 > 20%+$0.10"
Why did this change happen?
How long is it expected to be in force?
Is SlideMe trying to negotiate better terms?
